I cannot scroll down, and I got a PM from Jay (jt512) that disected the process well enough for me to see what the problem is...

I checked the box under the picture, clicked the button, and the URL for the pic appeared in the avatar box in the edit profile page.

Ah ha !!! I check the picture box, but nothing happens... As I thought, the box is grayed out so no URL is appearing. And I CANNOT drag the selection box page down to see any button... It only highlights the page.

This means that my individual ability to display an avatar is disabled in the admin panel.
