You can climb there as long as the weather is good. How much melt there is will dictate what/how much you can climb. To get there you're taking a sled up the forest service road or hiking up off 89. In late March you're rolling the dice with snow. You may come up to climb and be limited to skiing/riding, head to Bishop or SoCal if you're set on climbing.
