From your profile pic, you look pretty young, so I'll spare you the sarcasm. 5/32 is about the width of a shoelace. Granted, 550 cord is much stronger than the average shoelace, but still, no, you cannot use it for tying in and climbing. There's a 100% chance you'll hit the ground the first time you weight it. Even assuming it doesn't break, your belayer will be unable to hold it. If you want a rope for climbing, you have to bite the bullet and buy a climbing rope.
