I mean the "bomb" is completely harmless and he was not threatening anyone.
One could make the same argument about someone yelling "FIRE!" in a crowded theater... But we all know why this is not OK... Same goes for if people on the plane were to see this 'fake device', as it could stress a lot of people, and even lead to much worse, no?
