Duct tape works great for this.
I once spent a week ice climbing on Katahdin in Maine, and developed heel blisters on day 1 during the 12 mile x-c ski in. I put duct tape over the blisters and left it on for the full week.
It was messy and painful taking it off after 7 days, but it went on over a quarter size blister. I have since used it as precaution against blisters and it works great.
