I serve on the village council where I live - a town of 2500 people tops. I approached the village about building a climbing wall in our multi purpose recreation center. We applied for and received what at that time was called a "Wellness" Grant. Over the years we managed a couple more grants to fund additions. You can go to Facebook and search Crooksville Recreation Center for some pictures. The insurance is handled through the villages general liability insurance - premiums were (and are) quite low as the ins co said walls were quite low risk. The village engineer worked from my drawings for plans - did the design work for free - and it was built my we local climbers - and of course inspected afterwards. We have had very good support from business's over the years for new ropes, harnesses etc. If the city has a suitable building - you might approach them about this. Do your homework ahead of time of course. In our case the wall is run by volunteers (me and a couple friends) and is only open one evening a week. (Multi purpose building).
