Why no more bolts at malibu?  (North_America: United_States: California: Los_Angeles_County: Malibu_Creek_State_Park)

not that i plan on bolting any new routes or anything. I'm just curious as to why no more bolts are allowed in the park. I've been finding a few formations within the park that look like they would have some pretty cool routes on them, at least five more routes.
