Can't Post

Just finished checking out my new commuter route that takes me from Beach Dr. through Rock Creek park up to Gaithersburg. (This is the RCP that is North of Wash DC.) While I was riding through, I noticed, just south of Lake Needwood, an outcropping of rather steep rock, maybe 30' tall. I may not have even seen it except that it is COVERED with Fluorescent orange marks that look like tick marks. They aren't tags, just random highlights on obvious edges. I can't imagine another reason for them.

So what's up with this? It is a nice steep area, prolly overhanging 5-10 feet for 30 vert. Is this climbed? Easy TR setup? Worth the look (I would doubt it, but gotta ask)? I don't see it in Indy's book. Why in the world would someone tick it?
