How far/cost would it be from the Birmingham airport to Horsepens 40?
Drtopo guide says winter is the best time, would I need to bring a parka?!

You're talking about 50 miles from Birmingham to Steele... you would probably pay more for a taxi than is worth it. Might be better off renting a car.
I've never brought a parka to hp40, but some good clothes for layering would be a good call. The coldest I've been at HP40 was around 30F for the high, and 20 for the low, and I had a couple of layers on that got peeled off as I warmed up. I used a combination of a fleece, down midlayer, and a softshell to handle my varying states of warmth.
Those little pocket handwarmers can be a godsend when you can't feel your fingers anymore.
