Im kinda confused about the resivoir area. There bolts down there but the sign says do not enter. Does anybody know what the deal is can you climb down there can you only climb at certain times?

No confustion required.
You are allowed to climb in the lower level. Just be prepared to vacate the lower level and the big walls on the upper level if the police are using the area for target practice. (Really)

-Climbing is only permitted on the first and third week of the month, and the remainder of days after the forth week.
-During the second and forth weeks of the month climbing is permitted on Tuesday and Thursday only.
- If there are thirty one days in the month then during the second and forth weeks Tuesday and Thursday are offlimits, but Monday, Wendsday and Friday are ok.

thats right, but you forgot to mention that if the fourth day of a month that has 31 day is a tuesday, and/or full moon and it is the year of the dog in the chinese calender, then the police come and give away free chicken and pretzel sandwiches to everyone whos name has an i,e, or an o but if your name has a,u or y then you are limeted to the choice of half a turkey burger or a quarter slice of pizza.
i hear the pizza is good though
