So, its like he climbers resposibilit to replace them on a regular basis? Thats cool. Ive only been to Rumney once asnd plan on going more. Just wanted to know what the "rules" are there.

Definitely the climbers' responsibility - who's else would it be?
There are very few absolute "rules" although there are indeed strong guidelines about where fixed draws should be placed and how long project draws should stay up - establishing and getting a consensus on these guidelines is always entertaining.
I guess the most fundamental guideline is to not do anything that will piss off the Forest Service.
If you start going there you will find a pretty active community and it certainly would be appropriate to ask questions in person (always better then doing it in some anonymous Internet context).

I wont be putting any draws up anytime soon. I wa smore so interested in the draws that are already up. More so on orange crush and one route all the way on the upper left, 5.12b i think. How long do they generally stay up?

The Orangahang draws are pretty permenent. As it has a common start with some harder routes to the right they probably get placed relatively frequently.
I should get up on my soapbox and pontificate about personal responsibility and how you should never rely on in-situ gear without a careful examination. But I would be a hypocrite if I did. Besides the cruxes on all those routes are relatively high so that the failure of a draw - while being exciting - probably won't result in a disaster.
