Who would need to be contacted to find out if putting in via ferrata (spelling?) type steps in at the north falls access would be ok? What do you think local ethic would be on this issue?

I really think the local ethic would be against this. If the access rope is too sketchy then just hike to the dog walk.

This is Federally-owned land and any kind of structure built would require approval, which would be a long process. Putting in anything without permission of the Forest Service would also reflect badly on climbers.
