Across HWY2 from the tumwater campground, or off 8 mile or bridge creek in icicle. take the path down under the bridge

FYI icicle and tumwater are closed indefinetly due to mud slides

From what I can tell, you should be able to access much of the bouldering in the icicle since the slide is at 8-mile campground past many areas...you can probably hike to carnival and JY if you can find a place to park. They will probably have tumwater open pretty quick too since it is a major highway. I don't know if mountain home road is drivable yet...it can be grim in early season due to snow and mud.
