Is there pre-bolted, lead climbing at Hinkley/ Whipps Ledges?

No.
There are no bolts at Hinckley, not even for the anchors. Toprope by anchoring to the trees, or boulder.
Logtown Quarry would be a place to go locally for bolted sport climbs. But don't expect anything stellar.
