Actually, they are a lot of places someone could get away with that, it's just that most of us see it as unneeded. What a dumb ass thing to do.

WTF! I suggest bolting some good brightly colored jugs there too, as it looks like the climbing is mostly on uncomfortable crimps!

They used to do that in the Huasteca canyon in Mexico. First time I saw it, I had to look twice because I was not sure if I saw what I thought I saw. But judging by what I saw, it looks like the holds were placed there ten years ago. They were in bad shape.
