I'm gunna die!!! But seriously, I've heard it's 30% weaker when wet. it has been laying flaked out for 24 hours and feels dry. Is my rope permanently weaker or is it just fine? It's my cragging rope and I'm still upset that I bought a rope without a dry treatment.

30% weaker when wet is about right. If it's dry, it's not wet anymore.

All irrelevant. I have taken 30' whips on soaked ropes. Guess what? They still hold. When is the last time you heard of a wet rope failing because it was wet?

When the water is gone (it's dry again), it returns to its original elongation, modulus, and tensile properties. Nylon always contains some amount of water. What you don't want is saturation.
