i found a rope at rei for 0.85 cents and was wondering if i should trust it to go tope roping.

That's very little info to go on but the answer is probably No. Dynamic climbing ropes (which is what you need) are not sold by the foot.

No, that's static line and not the best choice for climbing (although some guide services will use static rope for top ropes).

It's a static. Use dynamic even for TR.
