I'm trying to set up for getting a rack and the guide book says I need;

Cams:2-3 each of (.5-3.5")
1 each of 4.5"
and; offset cams: 1 each of (.4-1.25")

Now. Do the sizes have anything to do with the # of the cam for example a #3 metolius?
How do I know which cams are between those ranges of inches?

The size is in inches and has nothing to do with the # of a cam.

If you go to your cam manufactures website there you will find ranges in inches and/or mm that indicate min and max. Just realize those are the extreme limits and don't represent the usable limits. The usable range will be approximately the bottom 2/3 of the entire range.

This chart already has the usable range calculated for certain cams
