Why such poor access in South Carolina?

I was searching around the internet for information about climbing/bouldering in South Carolina (particularly around Greenville), b/c I may be moving there pretty soon. The thing I learned is that there are a number of places that hold routes/problems but almost all are closed to climbers! Why? It seems that the only place it is legal to climb is Table Rock and 1) it is only open August - December and 2) you pretty much have to be an aid climber or a sick trad climber.
