This is the rail on the left hand side of Surfer Dude on the Waves in Motion boulder. You can treat the rail (2-3 feet wide) as a series of vertically-set jugs, so there's plenty to hold on to. Near the top of the rail on the left-hand side is a solid dent in the rock that provides plenty of purchase for a foothold. There's a 2-handed crimp above the rail; between that and the foothold, you can push yourself almost to the top. Topping-out is a lot very slopey, but since it is high-friction granite, this should be easy even for a rookie.
Climb back down the way you came.
