I'm not sure if you have already read it, but the report you tried to link describes considerable problems in consistency, beginning on page 6, when the stats are described. In short, there is, at present, no reason to believe your assertion that the USA has the 31st best infant mortality rate, if all countries involved are compared equally. In some countries, only half of stillbirths are even recorded.
