It means to"nudge" a post back up in a forum in the hopes of getting more views and/or replies. As a thread ages, it moves down "out of sight", and a bump brings into back into view.

It's a method of moving a topic one is interested in to the top of the page. Say for example you've requested beta on a route, it's a week later: still no replies. Key in "bump" your post tops the page and maybe you get an answer. Certain sites discourage this practice, some aggressively.

I have seen it also when a great post was made, ie for here maybe someone posts some bomber information on a new line everyone is tring. It helps keep it up for all to see. A gaming site i use to post on we would bump a idea or complaint that needed no more additions just to keep it up on the list for more people to find. Seems and i do it also most times people will go no deeper then 3 pages some never past the first. So the bump was a way to keep the post in the lime light for a week or two.
