This is currently the most common bug being reported. I'm working on a fix right now. I don't like seeing 20-30 users a week get an error message instead of an account, and if last week is any indication, that's approximately the number of people being affected. We had this problem once before and it turned out to be a MySQL bug which I brute-forced around. I hope to have the fix in place later today, and will post an announcement at that time. So I guess you could tell your friend that it is a legitimate bug which only recently began rearing its head, and suggest they try signing up again tomorrow. I am adding a couple of other safeguards to help prevent misspelled email addresses and e-mail long-forgotten usernames to people who are returning to the site after a long period of inactivity. I get emailed every time a bug is filed about code that I've written. Trust me, I am at least as interested as anyone else on the planet in squashing this bug permanently.

The fix (and several other fixes to enhance usability) is pushed.
