When i submit my photos i get the following instructions - Submit as Low. But i can't do that, becouse every time when i submit as LOW i view it as HIGH. Maybe delete my photos and submit it again(but i can't delete).

Resize, and resubmit while Editing. It will still list as High, but will meet the criteria for Low. (Right click and check properties.)
This is why it needs to be done right the first time. Editors can change the High to Low when they approve.
If you follow the instructions left by the Editors, your pic will be approved.
