Generally the public lands prohibit climbing on public land. There's just not much climbable rock there. Its scary unreliable most of the time. There are a few exceptions I think. here: http://www.rockclimbinghawaii.com/ DMT

is there a written law regarding this or is it an unspoken law. I read on HSDL website that they don't recommend it cause of the loose porous rock but I cannot find an actual "rule"

hey the link it already posted, I have climbed at MakaPu'u point and Mokule'ia Wall. Mokule'ia Wall was much better climbing. I would avoid Makapu'u as the rock is really sharp lava rock and will cut your rope and your fingers, not to mention your legs, arms, head etc... Basically the rock out there isn't all that good, I would take your surf board or you scuba certs before I take my trad rack

It is completely legal to climb and bolt routes on Oahu, Hawaii on public land. I climb out here four times a week. People have been climbing here for over 15 years. If you are coming down to Oahu I can show you some of the routes if you wish. There is plenty of high quality, safe climbing in on Oahu.
