As far as I know, the Poway Crags are still closed. ACSD's website lists them as closed:

Please check with either ACSD or the land managers before heading out there again. The fine for violating the closure might be quite large, and it's not worth angering the land managers by heading out there to climb if it's closed.

I'm one of the founding members of ACSD and I was going to the monthly meetings until I started taking classes that conflicted. As of a couple of months ago, when I was still attending, I know it wasn't open.

ACSD is actively working on this closure and has its hopes up that we will be able to legally reopen it in the future. In the meantime, there are plenty of climbing areas that are open in the San Diego area that myself, ACSD, and much of the climbing community would appreciate you frequent until it is confirmed that the climbing area is reopened. I'll e-mail Jeff right now and ask if it's open. If you don't hear back from me, it's closed.

I e-mailed and confirmed that yes, Poway Crags is still closed. It is possible that our attempt to open it will be successful in the near future. Please refrain from climbing out there and check back with ACSD in the next couple months to see if the status has changed.
