I am looking for an ultra light, stretchy rain jacket that I can keep permanently stashed in my pack. I would prefer a hood.
Any suggestions?

IMO, "stretchy" and "rain jacket" are contradictions of term.
If you want it to be something small that you keep in a pack permanently, I would go for something like this:

Comes with it's own pouch, has a hood, packs small... will keep the rain off. not exactly stretchy, e.i. i would not climb in it, if I had a choice.
