About San cliff 老岩场:

Miyun Baihe river valley gorge climbing area. This is by far where there will be the most people climbing. Usually crowded.

Access Issues: Often ladies will try to make money by charging ¥5 per person for "cleanup". Everyone tends to pay which makes it hard to avoid them. But, I have actually talked to the local authorities and there should be no reason anyone has to pay to climb.
