why can't i vote on pics. The option to rate a photo doesn't come up when I look at any pics. Is it because I am too new???

Just Joined RC.com and for the first two weeks I could not vote on pictures , Now that I have posted a few pictures the vote window comes up for me so all looks like it is working .
