I heard about it last year in the Wyoming gas fields, apparently the ICE idea was regional effort, and not recognized country wide, my bad.

No worries. I'd heard of this before, and in various places. While the concept is a sound one, it's not logistically workable. Many (most?) folks carry their cell phone somewhere other than in their pocket..... belt clip, in the little storage area on the dashboard, in the lid of the pack, etc.

Searching for it takes time.

Benefits
1/ this call will be routed by any GSM antennas, instead of only the antennas belonging to the network you have a contract with
2/ this call can be made even if the phone is locked but you need now to have a SIM card (because of stupid pranks)
(I just tried it on my nokia phone, it is strange but reassuring that indeed, even if the keyboard is locked, 112 is indeed composed)
